  1 Scope

  This standard stipulates the basic requirements for small civilian explosives storage, and is the basic basis for the design, construction, reconstruction, acceptance, evaluation and management of small civilian explosives storage

 

  This standard is applicable to the storage of small civilian explosives in accordance with Table 1 in the storage unit of the blasting operation

  3 Terms and definitions

 

  The following terms and definitions established in GA 837 apply to this standard.

 

  3.1 Small civilian explosives repository miniature civil explosives magazine

 

  The maximum storage of civilian explosives stored in the blasting unit shall not exceed the storage specified in Table 1.

 

  3.2 hole library underground magazine

  4 Design and acceptance

 

  4.1 Design Qualification

 

  The newly-built or rebuilt small-scale civilian explosives storage warehouse shall be designed by the engineering design qualification of Grade B (including) or above, and the relevant professional design experience of civil explosive equipment, ammunition, explosives and other related materials.

 

  4.2 Acceptance

 

  Before the new or rebuilt small civilian explosives storage warehouse is put into use, the local public security department shall organize the inspection and acceptance.

 

  5 types and hazard levels

 

  5.1 types and storage

 

  5.1.1 The repository is divided into a ground library (including a library of movable civilian explosives), a cave library, and a soil bank.

 

  5.1.2 See the maximum allowable storage for a single stock of a single stock.

 

  5.2 Classification of hazard levels

 

  5.2.1 Store a surface repository of civilian explosives with an overall explosion hazard with a hazard rating of 1.1.

 

  5.2.2 The ground storage of civil explosives that may be burned and exploded under the conditions of strong ignition and detonation under external strong ignition, the hazard level is 1.4.

 

  5.2.3 The classification of hazard levels in the ground storage is shown in Table 2. When two or more civilian explosives are stored in the same storage, the dangerous level of the storage shall be determined by civilian explosives with higher dangerous levels.

 

  6 Site selection

 

  The location of the small civilian explosives repository shall be subject to the provisions of GB6722. Generally meet the following requirements:

 

  a) Independent sections away from towns should not be built near important targets such as cities or important protection facilities or places where residents are concentrated and scenic spots;

 

  b) should not be placed in places with flash floods, landslides and other geological hazards, and natural barriers such as hills should be used as much as possible;

 

  c) Unrelated personnel and logistics should not be allowed to pass through the repository area.

 

  7 external distance

 

  7.1 When there are two or more storage banks in the storage area, the external distance should be calculated according to the hazard level and calculated dose of each storage. The maximum value is the external distance of the storage area. The external distance should be calculated from the external wall of the repository.

 

  7.2 The external distance of the 1.1 level ground library shall comply with the provisions of Table 3.

 

  7.3 The external distance of the 1.4-level repository shall not be less than 100m.

 

  7.4 The external distance of the cavern and the soil bank shall be in accordance with GB50154.

 

  7.5 The distance from the edge of the open blasting operation point shall be verified according to the requirements of GB6722, and the minimum shall not be less than 300m.

 

  8 general layout

 

  8.1 The arrangement of the storage in the reservoir area shall be based on the hazard level of each storage and the calculation of the dosage combined with the topographical features to facilitate safety, transportation and loading and unloading operations.

 

  8.2 The reservoir with a large dose should not be placed near the entrance of the storage area.

 

  8.3 The ground storage should not be arranged horizontally and the longitudinal slope of the main trunk road of the storage area should not exceed 6%.

 

  8.4 There should be a dense surrounding wall around the storage area. The distance from the wall to the nearest storage wall should not be less than 5m. The height of the wall should not be less than 2m. The top of the wall should be protected against climbing. There are steep mountains and ditches around the reservoir area that can act as a natural barrier for anti-theft and fire prevention. There is no dense wall, but a wire mesh fence should be provided. The movable civil explosives storage area can also be equipped with a pulsed electronic fence that meets the requirements of GB/T 7946.

 

 

 

  8.5 The duty room should be arranged in a safety zone outside the fence. A protective barrier can be built towards the warehouse surface or separated by a natural barrier. The natural barrier should have the function of effectively blocking the explosion shock wave of the dangerous goods storage; the duty room in the covered soil area should avoid any In front of the repository, the duty room of the cavern should be offset from the axis of the cavern by no less than 70°.

 

 

 

  8.6 The internal minimum allowable distance shall meet the following requirements:

 

 

 

  a) The minimum allowable distance between industrial explosives and products, industrial detonating cords and black powder ground storage should not be less than 20m, and the minimum allowable distance between the above storage and detonator storage should not be less than 12m;

 

 

 

  b) The minimum allowable distance from the duty room to industrial explosives and products, industrial detonating cords, and black powder warehouse should meet the requirements of Table 4, and the distance from the detonator warehouse should not be less than 20m;

 

 

 

  c) The minimum allowable distance inside the cavern and the earthfill is carried out according to GB50154.

 

 

 

  8.7 Protective barriers shall meet the following requirements:

 

 

 

  a) Industrial explosives and products, industrial detonating cords, and black powder ground storage should be provided with protective barriers. Protective barriers can be in the form of protective earth embankments, reinforced concrete retaining walls, etc., and should meet the requirements of GB50089;

 

 

 

  b) If the guarded earth embankment or reinforced concrete retaining wall is provided, the height of the duty room should exceed the height of the roof of the duty room by 0.5m, and the rest should meet the requirements of GB50089. The distance between the foot of the protective earthwork slope or the reinforced concrete wall should not exceed 2.0m;

 

 

 

  c) It is allowed to build a retaining wall of not more than 1.0 m with stone or other block material at the bottom of the protective barrier.

 

 

 

  9 Building and structure

 

 

 

  9.1 Ground storage

 

 

 

  9.1.1 The fire resistance rating of the 1.1-level storage warehouse shall comply with the requirements of the secondary fire-resistance class in GB50016, and the fire-resistant rating of the 1.1-level storage warehouse of class 1.4 and area less than 20m2 may be three-level.

 

 

 

  9.1.2 The storage should be a single-storey building. The brick wall can be weight-bearing. The roof should be reinforced concrete structure, and the net height should not be less than 3m.

 

 

 

  9.1.3 The doors of the storage should be opened outwards. The outer door should be a security door. The inner door should be a ventilation gate with metal mesh.

 

 

 

  9.1.4 The distance from any point in the storage to the door should not exceed 15m, the width of the door should not be less than 1.5m, and the height should not be less than 2.0m. Side sliding doors, spring doors, rolling shutters should not be used, and the threshold should not be set.

 

 

 

  9.1.5 The windows of the storage warehouse shall be capable of being opened and shall be provided with iron fences and metal nets. Ventilation holes may be provided at appropriate locations under the window near the ground and equipped with iron fences and metal mesh.

 

 

 

  9.1.6 The floor of the storage yard should be ground without sparks. When storing in a packing box and not in the storage box, the general ground can be used for the storage floor.

 

  9.1.7 The duty room should be a single floor, which can be ground, covered and built. When using the ground building, cast-in-place reinforced concrete roof slabs should be used. The structural columns should be placed at the four corners of the wall. The structural columns should be tied between the walls and there should be no windows in the direction of the warehouse.

 

  9.1.8 The structure of the movable civil explosives warehouse shall be subject to the appraisal and acceptance of the relevant competent authorities of the State.

 

  9.2 Cave library and landfill library

 

  The building structure is implemented in accordance with GB50154.

 

  10 fire

 

 

  10.1 There shall be no flammable materials such as dry grass within 8m of the door of the storage. There shall be no fuel-efficient plants such as conifers and bamboo forests within 15m of the storage area and outside the wall. In the storage area, flammable materials and tall plants should not be piled up, and fire ditches should be built around the reservoirs in grasslands and forest areas.

 

 

  10.2 A high-level pool may be set up in the storage area, or a fire-fighting pool shall be provided and a fire pump shall be provided. The water storage capacity of the pool shall not be less than 15m3.

 

  10.3 A single storage in the storage area should be equipped with at least two 5kg and above ammonium phosphate dry powder fire extinguishers.

 

  11 Electrical

 

  11.1 The electrical lighting in the storage warehouse shall comply with the provisions of GB50089; when using mobile lighting, an explosion-proof flashlight or portable explosion-proof light shall be used and carried with you.

 

  11.2 Prohibit electrical lines from crossing the repository.

 

  12 lightning protection

 

  The lightning protection facilities of the ground storage shall comply with the provisions of GB50057 and be fortified according to the lightning protection regulations of the first type of lightning protection buildings; the caverns and earthfills shall be implemented in accordance with GB50154.

 

  13 anti-static

 

  Personnel entering the operation of the detonator storage warehouse shall wear anti-static shoes, anti-static clothing or cotton overalls that meet the requirements of GB21146 and GB12014; the conductive rubber sheets shall be laid on the floor and countertop of the detonator storage and distribution room, the black powder storage, and Should be grounded; the operator entering the distribution room should be discharged after discharging static electricity.

 

  14 anti-radio frequency

 

  The ground storage of the electric detonator shall be protected from the radio frequency hazard by the implementation of GB50089.

 

  15 Security facilities

 

  The security facilities of the storage area and the repository shall comply with the requirements of GA 837.

 

  16 Repository Security Management

 

  16.1 Storage Management

 

  16.1.1 The maximum storage capacity of the repository shall not exceed one month's usage and meet the requirements of Table 1.

 

  16.1.2 Civil explosives should be placed in a single stock; when the conditions are restricted, different types of civilian explosives are allowed to be placed in the same stock, and the same stocks should be adhered to the following principles:

 

  a) Black powder should be stored separately; industrial detonators should be placed in the same stock as other unpacked plastic detonators;

 

  b) Industrial explosives and products, industrial detonating cords, unexploded plastic detonating tubes can be placed in the same stock, and the calculated amount of a single storage tank should not exceed 5000kg under the conditions allowed by the storage capacity.

 

  16.1.3 Temperature and hygrometer should be placed in the repository and recorded daily.

 

  16.2 Storage Management

 

  16.2.1 Civil explosives in the storage warehouse should be stacked and steadily.

 

  16.2.2 There should be a signage of the type, specification and quantity of the mark in the repository. When storing the same variety of civilian explosives in the same warehouse, they should be stacked separately and clearly marked.

 

  16.2.3 There should be a passage between the stacks for checking and inventorying civil explosives. The width of the passage should not be less than 0.6m. The distance between the edge of the stack and the wall should not be less than 0.2m. It should be drawn on the ground.

 

  16.2.4 The height of all kinds of civilian explosives shall be piled up. The industrial detonator and black powder shall not exceed 1.6m, and the explosives and cables shall not exceed 1.8m. It is advisable to draw a high line on the wall.

 

  16.2.5 The storage should be well ventilated, protected from moisture, prevented from entering small animals and protected from direct sunlight.

 

 

  16.2.6 Unrelated tools and sundries should not be stored in the repository.

 

  16.3 Release Management

 

  16.3.1 Industrial explosives and products, industrial detonating cords are allowed to be distributed in the storage unit in the smallest packaging unit; industrial detonators after unpacking should be distributed in special distribution rooms; black powder should be distributed in the original packaging.

 

  16.3.2 The distribution room should be set up separately. When it is built with the warehouse, the distribution room should be separated from the warehouse by a dense wall.

 

  16.3.3 A maximum of 1000 detonators may be temporarily stored in the distribution room of industrial detonators. It is strictly forbidden to place scattered detonators on the ground, and should be hung on shelves or stored in explosion-proof boxes; industrial explosives and products, industrial detonating cords It is allowed to temporarily store products with a calculated dose of 50kg. Temporary storage products should be clearly identified.

 

  16.3.4 It is strictly forbidden to process civil explosives in the storage and distribution rooms.

 

  16.3.5 Civil explosives shall be distributed in the order of delivery time and expiration date.

 

  16.4 Loading and unloading management

 

  16.4.1 The loading and unloading personnel shall carry them in strict accordance with the required varieties, specifications and quantities. Before the operation, check whether the transportation tools are in good condition and remove all the sundries in the transportation vehicles and vehicles.

 

  16.4.2 The vehicle shall comply with the requirements of GB6722. Vehicles should be turned off and braked, and fuel should not be added and repaired at the loading and unloading site.

 

  16.4.3 Handle with care, it is strictly prohibited to drag, hit, throw, foot, roll, and side dangerous goods; strictly enforce the provisions of civilian explosives and stocks, should not be super high, super wide, overload.

 

  16.4.4 Civil explosives of unclear origin and unclear nature shall not be stored or loaded; if the packaging is damaged and replaced, it shall be operated at the designated safe place.

 

  16.4.5 The loading and unloading operations of civil explosives should be carried out during the day. The escorts should be supervised on the spot. Unrelated personnel and vehicles are prohibited from approaching. The transport vehicles should not be less than 2.5m away from the warehouse door.

 

  16.4.6 In the case of thunderstorms, storms and other bad weather, loading and unloading operations are prohibited. When there is ice and snow on the road, anti-skid measures should be taken.

 

  16.4.7 After the loading and unloading operation is completed, the workplace should be cleaned to prevent the leftovers of civilian explosives and be handed over to the warehouse administrator.

 

  16.5 Flow Management

 

  The management system for the flow of civilian explosives shall be established as required. There should be a ledger for the entry and exit records of civilian explosives. The flow of information records should be complete and delivered in time according to the regulations; the accounts in the repository are consistent, and the daily clearing is completed.

 

  16.6 Security Prevention

 

  The security of the repository area and the repository is enforced by GA 837.

 

  16.7 Emergency Rescue

 

  16.7.1 A warning sign that meets the requirements of Appendix A should be placed in a prominent position on the door of each storage.

 

  16.7.2 According to the requirements of the People's Republic of China Presidential Decree No. 70, the State Council Decree No. 466 and other laws and regulations, the safety management system and emergency rescue plan shall be formulated with reference to Appendix B for the actual situation of the reservoir area and the dangerous characteristics of the stored products. The content should be targeted and operative.

 

  16.7.3 Emergency rescue drills should be organized regularly to check the correctness of the plan and to improve the plan.

  Repository warning sign pattern

 

  A.1 “Repository warning sign” should be 700 mm×600 mm, which is not easy to be deformed; the bottom color of the sign should be white and the font should be black.

 ItisunderstoodthatthetopofthehillgardenislocatedinthesouthsideofZhongshanCollege,DongchengDistrict,ZhongshanCity,ZhongshanCity,ontheeastsideofthesnowroad,willbebuiltintheStarCityBuilding. Thebuildingtobeexplodedis104.1meters,withatotalof34floors(including1basement),33.8meterswidefromeasttowest,38.5meterslongfromnorthtosouth,and27875squaremeters. Thebuildingisframe-supportedshearwallstructure,arrangedina“well”shape.The1stfloorandthebasementareframestructures,the2-32floorsareshearwallstructures,andthemiddlepartisthecoretube. Theeastsideofthebuildingis44metersawayfromthebottomoftheslope,thesoutheastsideis40metersawayfromDongyueTemple;thesouthsideis5.2metersawayfromthewall,only6metersawayfromthenearestresidentialhouse;thewestsideis81metersawayfromthebottomoftheslope. Thebuildingwasbuiltin1994andwascappedin1997. Forvariousreasons,thebuildinghasnotbeenofficiallyputintouse.IthasbeenrenamedasthePeakGarden,YangmingMountainVilla,StarCity,andZhongshanCity,butithasneverbeenabletogetridofthefateofthe"unfinished". InJune2007,thebuildingwastransferredtoZhongshanChangjiangZhaoyeRealEstateDevelopmentCo.,Ltd.asawhole. InordertocopewiththeoverallplanningdevelopmentofZhongshanCity,acceleratethepaceofrenovationoftheoldcity,andaccordingtothecompany'sprojectplanningneeds,decidedtouseblastingdemolition,theplotwillberebuiltafterthedemolition.   OnFebruary25,commissionedbythePublicSecurityBureauoftheMinistryofPublicSecurity,theGuangdongProvincialPublicSecurityDepartmentandtheZhongshanPublicSecurityBureau,theChinaEngineeringBlastingAssociationhostedareviewmeetinginBeijingonthe“BlastingDemolitionProjectoftheUnfinishedBuildingoftheShijiazhuangPeakGardeninZhongshanCity”.TheexpertgroupledbyWangXuguang,academicianoftheChineseAcademyofEngineeringandchairmanoftheChinaEngineeringBlastingAssociation,listenedtothebriefingandreviewrequirementsoftheProvincialPublicSecurityDepartmentandtheMunicipalPublicSecurityBureauontheblastingproject,andintroducedtheconstructionplanoftheGuangdongZhongrenGroup.Afterquestioninganddiscussion,thereviewopinionswereputforwardandtheMunicipalPublicSecurityBureauwasapprovedtoapprovetheconstructionoftheproject. Inordertoensurethesafetyandsuccessoftheblastingdemolitionproject,theZhongshanMunicipalGovernmenthasspeciallysetupacoordinationheadquarters,whichisresponsiblefort
