 Subject content and scope of application

 

  This standard specifies the general requirements for safety protection project establishment, bidding, entrustment, design, approval, installation, commissioning and acceptance.

 

  Program and management requirements.

 

  This standard applies to all safety precautions.

 

  2 terms

 

  2.1 Construction unit

 

  The entrusting unit of the safety precaution project.

 

  2.2 Design unit

 

  A unit that undertakes safety protection engineering design tasks.

 

  2.3 Construction unit

 

  Undertake safety precautions engineering equipment installation, commissioning and opening, engineering equipment maintenance service

 

  Unit of affairs.

 

  2.4 Security Engineering

 

  Alarm, TV monitoring, communication, entrance and exit control, explosion protection, safety inspection, etc. for the purpose of maintaining social public safety and preventing disasters.

  3 project establishment

 

  3.1 First-level project project

 

  3.1.1 Before applying for the project, the feasibility study must be carried out and prepared by the construction unit or design unit.

 

  3.1.2 Main contents of the feasibility study report:

  b. Relevant regulations and requirements of government departments;

  3.2 Second and third level project approval

 

  3.2.1 Before the second and third level safety precautions are completed, there must be a design task book.

 

  It is prepared by the construction unit itself, or it can be requested by the design unit.

 

  3.2.2 Contents of the design task book:

  b. Relevant regulations and management requirements of government departments;

  3.3 Approval of feasibility study report and design task book

 

  After the feasibility study report and the design task book are approved by the corresponding competent authorities, the project is formally established.

 

  4 Qualification examination and project bidding, commission

 

  4.1 Qualification review

 

  The unit undertaking safety design and construction shall hold the qualification certificate for engineering design and construction approved by the public security technical defense management department at or above the provincial level, and shall be verified by the public security technical protection management department of the construction unit. Undertake engineering design and construction.

 

  4.2 Project Bidding and Entrustment

 

  4.2.1 Project bidding

 

  a. The construction unit shall prepare the bidding documents and issue the bidding advertisements or notices according to the requirements of the task book;

 

  b. The construction unit organizes the bidding unit to survey the work site and answer relevant questions in the bidding documents;

 

  c. The bidding unit seals and submits the tender;

  4.2.2 Project commission

 

  The construction unit shall submit the entrustment to the engineering design (construction) unit according to the requirements of the design task book. The engineering design (construction) unit shall submit the project proposal or project implementation plan according to the requirements of the power of attorney and the design task book. After the construction unit has examined and approved, The contract can be signed when the commission is effective.

  6 engineering design

 

  6.1 Preliminary design and program demonstration

 

  The primary and secondary projects must carry out preliminary design and program demonstration. The preliminary design shall be carried out after the commission of the project takes effect.

 

  6.1.1 The preliminary design shall have the following contents:

 

  a. System design plan and system function;

 

  b. Equipment plane layout and protection range;

 

  c. System block diagram and list of major equipment packages;

 

  d. Center control room layout and operation;

 

  e. Pipeline laying plan;

 

  f. Project cost estimate and construction period.

 

  6.1.2 Scheme Argumentation

 

  6.1.2.1 After the preliminary design is completed, the project shall organize the project demonstration, which shall be presided over by the construction unit, and the competent department of business, the public security department and the design and construction unit and a certain number of technical experts shall participate.

 

  6.1.2.2 Review the contents of the preliminary design and evaluate its technology, quality, cost, duration, service and expected results. For evaluation opinions that have objections, the design unit and the construction unit must coordinate the handling of opinions before they can be submitted for approval.

 

  6.1.3 preliminary design approval

 

  The preliminary design and argumentation opinions of the project shall be submitted to the corresponding competent department for approval by the construction unit, and the formal design stage may be entered after approval.

 

  6.2 formal design

 

  6.2.1 Technical design

 

  The first and second grade projects shall be technically designed before the construction drawing design. Technical design must have the following:

 

  a. design task book;

 

  b. Design report;

 

  c. The working principle of the system;

 

  d. The product model, manufacturer, and main functions of the central control equipment;

 

  e. Product models, manufacturers, and main functions of various detectors, monitoring equipment and other front-end devices;

 

  f. List of equipment and equipment.

 

  6.2.2 Construction drawing design

 

  The construction drawings include the following:

 

  a. Detector arming plan, central equipment layout, system and sub-system connection diagram;

  6.2.3 Operation and maintenance instructions

  c. Pipeline installation facilities according to pipeline laying drawings and relevant construction specifications;

  8 trial operation and training

 

  8.1 trial run

 

  After the system commissioning is opened, it shall be tested for at least one month, and the construction unit shall record the trial operation.

 

  8.2 Test run report

 

  The construction unit submits a trial operation report based on the records during the trial operation, including:

 

  a. Whether the system is running normally;

 

  b. Whether the system function meets the design requirements;

 

  c. Analysis of the number of false alarms, leak alarms and causes;

  8.3 Training

 

  Train the relevant personnel in accordance with the relevant terms of the contract. The training outline should be approved by the construction unit.

 

  9 completion and initial inspection

 

  9.1 Completion

 

  The project is completed according to the provisions of the design task book. After the trial operation meets the design requirements and is approved by the construction unit, it is deemed to be completed. A small number of non-main projects have not been completed in accordance with the contract. After consultation between the construction unit and the design and construction unit, there are clear treatment methods for the remaining problems.   9.2 initial test

 

  The construction unit shall organize the design and construction unit to conduct the initial inspection according to the requirements of the design task book and write the initial inspection report.

 

  10 project acceptance

 

  10.1 System Testing

 

  Before the formal acceptance of the first and second grade projects, the inspection department must carry out systematic inspection and issue a test report.

 

  10.2 Acceptance documents

 

  The first and second level safety precautions must have the following documents, and the third level safety precautions can be simplified according to the specific situation.

 

  a. test run report;

 

  b. Completion report;

 

  c. initial report;

 

  d. System test report;

 

  e. Completion final report;

 

  f. Formally design the same set of documents and as-built drawings.

 

  10.3 Project Acceptance Committee

 

  The project acceptance committee (or group) shall be composed of the competent department of higher authorities of the construction unit, the competent department of public security, and the main person in charge of the construction unit and technical experts.

 

  The Engineering Acceptance Committee can form three acceptance groups:

 

  a. technical acceptance group;

 

  b. Construction acceptance group;

 

  c. Data review team.

 

  10.4 Review and acceptance

  10.4.1 Technical acceptance

  10.4.3 Data review

 ItisunderstoodthatthetopofthehillgardenislocatedinthesouthsideofZhongshanCollege,DongchengDistrict,ZhongshanCity,ZhongshanCity,ontheeastsideofthesnowroad,willbebuiltintheStarCityBuilding. Thebuildingtobeexplodedis104.1meters,withatotalof34floors(including1basement),33.8meterswidefromeasttowest,38.5meterslongfromnorthtosouth,and27875squaremeters. Thebuildingisframe-supportedshearwallstructure,arrangedina“well”shape.The1stfloorandthebasementareframestructures,the2-32floorsareshearwallstructures,andthemiddlepartisthecoretube. Theeastsideofthebuildingis44metersawayfromthebottomoftheslope,thesoutheastsideis40metersawayfromDongyueTemple;thesouthsideis5.2metersawayfromthewall,only6metersawayfromthenearestresidentialhouse;thewestsideis81metersawayfromthebottomoftheslope. Thebuildingwasbuiltin1994andwascappedin1997. Forvariousreasons,thebuildinghasnotbeenofficiallyputintouse.IthasbeenrenamedasthePeakGarden,YangmingMountainVilla,StarCity,andZhongshanCity,butithasneverbeenabletogetridofthefateofthe"unfinished". InJune2007,thebuildingwastransferredtoZhongshanChangjiangZhaoyeRealEstateDevelopmentCo.,Ltd.asawhole. InordertocopewiththeoverallplanningdevelopmentofZhongshanCity,acceleratethepaceofrenovationoftheoldcity,andaccordingtothecompany'sprojectplanningneeds,decidedtouseblastingdemolition,theplotwillberebuiltafterthedemolition.   OnFebruary25,commissionedbythePublicSecurityBureauoftheMinistryofPublicSecurity,theGuangdongProvincialPublicSecurityDepartmentandtheZhongshanPublicSecurityBureau,theChinaEngineeringBlastingAssociationhostedareviewmeetinginBeijingonthe“BlastingDemolitionProjectoftheUnfinishedBuildingoftheShijiazhuangPeakGardeninZhongshanCity”.TheexpertgroupledbyWangXuguang,academicianoftheChineseAcademyofEngineeringandchairmanoftheChinaEngineeringBlastingAssociation,listenedtothebriefingandreviewrequirementsoftheProvincialPublicSecurityDepartmentandtheMunicipalPublicSecurityBureauontheblastingproject,andintroducedtheconstructionplanoftheGuangdongZhongrenGroup.Afterquestioninganddiscussion,thereviewopinionswereputforwardandtheMunicipalPublicSecurityBureauwasapprovedtoapprovetheconstructionoftheproject. Inordertoensurethesafetyandsuccessoftheblastingdemolitionproject,theZhongshanMunicipalGovernmenthasspeciallysetupacoordinationheadquarters,whichisresponsiblefort
