  1 Scope

 

  This standard stipulates the basic requirements for public security prevention of civil explosives storage, and is the basic basis for public security design, acceptance and evaluation of civil explosives storage.

 

  This standard applies to civil explosives units, teaching, scientific research, testing and other units and the People's Liberation Army, armed police forces engaged in non-military project engineering blasting explosives storage.

 

  This standard does not apply to the storage of explosives in coal mines and non-coal mines.

  3 Terms and definitions

 

  The following terms and definitions apply to this standard.

  4 Basic requirements for public security

 

  4.1 General provisions

 

  4.1.1 The design of public security system should be based on the use of protective objects, the need for prevention and management, comprehensive use of modern scientific and technological means and management measures to build a safe, reliable, practical, advanced and supporting prevention system.

 

  4.1.2 The design of the public security system shall comply with the following principles:

 

  a) the principle of combining civil air defense, physical defense, technical defense and dog defense;

 

  b) Safety, reliability, practicability, advancement, compatibility and compatibility, and scalability principles.

 

  4.2 Basic requirements for technical protection

 

  4.2.1 Technical protection should meet the requirements of GB 50348.

 

  4.2.2 A defense system with intrusion alarm, video surveillance and other technical means with networked alarm function should be installed. Among them, the intruder alarm and video monitoring device should be installed in the warehouse; perimeter alarm and video monitoring device should be installed in the reservoir area and important passages.

 

  4.2.3 The technical defense system shall reserve a communication interface for remote networking.

 

  4.2.4 The alarm system should meet the following requirements:

 

  a) The intrusion alarm system shall comply with the requirements of GB 50394;

 

  b) When there is no one in the warehouse, the intrusion alarm device should enter the fortified state; when there is no personnel in the reservoir area and the vehicle enters and exits, the perimeter alarm device should enter the fortified state;

 

  c) The intrusion alarm device and the perimeter alarm device shall not be disarmed for more than 2 hours each time, and the emergency alarm device shall be in a fortified state throughout the day;

 

  d) The alarm system should be able to operate independently, and can be flexibly programmed to be armed or disarmed according to time, area and location; it should have anti-vandal function, can detect the running status of the equipment and the signal transmission line, and can issue a fault alarm and indicate the fault location in time. When there is an alarm, the alarm part, address and related alarm data can be displayed and recorded.

 

  4.2.5 The video surveillance system shall meet the following requirements:

 

  a) The video surveillance system shall comply with the requirements of GB 50395;

 

  b) The monitoring terminal set up by the alarm duty room can record all the monitoring images, display the monitoring images in multiple screens or recursions; should be able to link with the alarm system, and when the alarm occurs, the image can be reviewed on the alarm scene, and the scene image will be Automatically switch to the specified monitor display; can be set to the moving picture frame recording mode, the frame measurement sensitivity is activated when there is a person, vehicle or anti-object moving in the focus area of ​​the camera, the image recording continuity index is not less than 10 frames/s;

  d) The illuminance of the monitored target should be in accordance with the illuminance requirements of the normal image of the camera. When the illuminance is not up to the requirement, the auxiliary lighting facility should be added or the video surveillance probe with night vision function should be used.

 

  4.2.6 Alarm, video monitoring and auxiliary lighting should be linked; alarm signal, video monitoring image signal, sound review signal should be synchronized automatically, and can also be switched at will. The signal display of the alarm signal display should be able to indicate the alarm. The location of the scene; alarm, video monitoring devices should display, record, store all alarm signals, image signals.

 

  4.2.7 The terminal of the communication facility shall be connected to or installed in the alarm duty room; the external transmission of the alarm information, local storage, sound and light prompts, linkage with the video surveillance system shall be automatically adopted; the alarm contact telephone shall be posted in the alarm duty room, and The duty officer can easily see it in any part of the alarm duty room.

 

  4.2.8 Alarm and video surveillance shall have standby power supply. It is required that the power supply of the video part of the console equipment is not less than 1h, and the power supply of the alarm part is not less than 8h; after the AC power supply is restored, the standby power supply is automatically charged.

 

  4.2.9 Alarms, video surveillance, communication equipment, etc. shall comply with relevant national standards; alarm, video surveillance, and communication equipment shall be able to work stably under the use of on-site environmental conditions and shall meet engineering design requirements.

 

  4.3 Basic requirements for human resources protection

 

  4.3.1 Manpower prevention shall comply with the requirements of the State Council Order No. 466.

 

  4.3.2 The duty officer shall meet the following requirements:

 

  a) must be at least 18 years of age and should not exceed 55 years of age;

 

  b) have a junior high school or higher education level;

 

  c) no criminal offences, reeducation through labor, administrative detention, compulsory drug rehabilitation records;

 

  d) Have full civil capacity, good health, be able to handle unexpected incidents according to the plan, and be proficient in operating equipment related to public security and safety;

 

  e) After receiving the alarm signal, it can take corresponding effective measures in time and alarm according to regulations.

 

  4.3.3 Set up public security agencies or security guards, conduct regular inspections of public security facilities, timely discover and rectify hidden dangers, and have records of inspection and rectification.

 

  4.3.4 Regularly carry out training and education on the main contents of anti-theft (grab) and anti-lost for the custodians and guardians on duty, and have training records.

 

  4.3.5 Regular safety meetings will be held to convey the relevant laws and regulations and the documentary spirit and safety management system of relevant departments, as well as meeting minutes.

 

  4.3.6 Establish an inbound inspection system and strictly implement the relevant regulations on production, sales, purchase, transportation, storage, requisition, distribution, retreat, and care. The procedures are complete, the registration is complete, and the relevant information is kept for at least 2 years.

 

  4.3.7 Establish and improve cases of stolen (robbed), lost, accident registration, reporting systems and cases, and emergency rescue plans.

 

  4.3.8 The repository shall be operated by a 24h person, and no less than 3 guards shall be on duty in each class, one of whom shall be on duty to the alarm duty room. The duty guard should conduct a patrol on the reservoir area every hour, carry the corresponding self-defense equipment during the inspection, and register as a real account. The duty guards perform duties such as duty, inspection, etc., and strictly implement the shift system.

 

  4.3.9 The guardian on duty should memorize the communication methods with the local public security organs and the police station, and report in case of emergency.

 

  4.3.10 Record the quantity, flow and reserves of civil explosives in and out of the warehouse, check the inventory of civilian explosives every day, and enter the above information into the civil explosives information management system as required.

 

  4.4 Basic requirements for physical protection

 

  4.4.1 Entity protection shall comply with the requirements of GB 6722, GB 50089, GB 50154 and GB 17565.

 

  4.4.2 The door of the storage warehouse shall be a double door, the inner door shall be a ventilation fence door with metal mesh, and the outer door shall be a security door. Both doors shall be opened outward. The inner and outer door lock keys shall be kept separately by the two persons, and both persons shall be present at the same time when the door is opened. The fence shall be provided with iron fences and metal nets, and the reservoir area shall be provided with fences complying with the relevant technical standards.

 

  4.4.3 The alarm duty room should be set up to ensure the unified control of the technical facilities-based prevention facilities; the alarm duty room should be equipped with security doors and security windows, the structure should be strong and anti-destructive; the alarm duty room should be protected Infringement of facilities and self-defense equipment; it is strictly forbidden to set up beds in the alarm duty room; the alarm duty room should be installed with a duty alarm call and kept open for 24 hours.

 

  4.4.4 The structure of the movable civil explosives warehouse shall be subject to the appraisal and acceptance of the relevant competent authorities of the State.

 

  4.5 Basic requirements for dog defense

 

  4.5.1 The reservoir area shall be equipped with 2 or more nursing dogs.

 

  4.5.2 The care dog should be a large dog and should be in a parade at night.

 

  4.6 Basic requirements for emergency response

 

  The repository shall, in accordance with this standard, formulate emergency plans and implementation rules for theft prevention, robbery prevention and vandalism; the emergency plan shall be reported to the higher authorities and the public security organs for the record, and the personnel shall be organized for a drill every six months.

 

  5 Management measures

 

  5.1 The main person in charge of the unit to which the repository belongs is the person responsible for the public security prevention work of the unit, responsible for organizing the implementation of this standard; the unit security organization shall organize the implementation of public security prevention under the guidance and supervision of the public security organ.

 

  5.2 The implementation of this standard shall be supervised and inspected by the higher authorities and the public security department of the unit to which the repository belongs, and shall be rectified in a timely manner if the standards are not met.

 

  5.3 The unit to which the repository belongs shall organize the implementation of the safety precautions and management of the explosives warehouse of the unit, participate in the planning, design and construction of the public security prevention project, and put forward the requirements for prevention and use; the construction procedures of the public security prevention project shall comply with the provisions of GA/T 75. The design plan shall comply with the provisions of GA/T 74; after the completion of the public security prevention project, the public security department shall organize the acceptance according to the relevant provisions of GA 308.

 

  5.4 The repository security facilities should be regularly tested and maintained by professionals or departments, and the details of each inspection and maintenance should be accurately recorded.

 

  5.5 If the repository security system fails, the function should be restored within 48 hours. Effective safety emergency measures shall be taken during the repair period and reported to the higher authorities and public security departments within 24 hours.

 ItisunderstoodthatthetopofthehillgardenislocatedinthesouthsideofZhongshanCollege,DongchengDistrict,ZhongshanCity,ZhongshanCity,ontheeastsideofthesnowroad,willbebuiltintheStarCityBuilding. Thebuildingtobeexplodedis104.1meters,withatotalof34floors(including1basement),33.8meterswidefromeasttowest,38.5meterslongfromnorthtosouth,and27875squaremeters. Thebuildingisframe-supportedshearwallstructure,arrangedina“well”shape.The1stfloorandthebasementareframestructures,the2-32floorsareshearwallstructures,andthemiddlepartisthecoretube. Theeastsideofthebuildingis44metersawayfromthebottomoftheslope,thesoutheastsideis40metersawayfromDongyueTemple;thesouthsideis5.2metersawayfromthewall,only6metersawayfromthenearestresidentialhouse;thewestsideis81metersawayfromthebottomoftheslope. Thebuildingwasbuiltin1994andwascappedin1997. Forvariousreasons,thebuildinghasnotbeenofficiallyputintouse.IthasbeenrenamedasthePeakGarden,YangmingMountainVilla,StarCity,andZhongshanCity,butithasneverbeenabletogetridofthefateofthe"unfinished". InJune2007,thebuildingwastransferredtoZhongshanChangjiangZhaoyeRealEstateDevelopmentCo.,Ltd.asawhole. InordertocopewiththeoverallplanningdevelopmentofZhongshanCity,acceleratethepaceofrenovationoftheoldcity,andaccordingtothecompany'sprojectplanningneeds,decidedtouseblastingdemolition,theplotwillberebuiltafterthedemolition.   OnFebruary25,commissionedbythePublicSecurityBureauoftheMinistryofPublicSecurity,theGuangdongProvincialPublicSecurityDepartmentandtheZhongshanPublicSecurityBureau,theChinaEngineeringBlastingAssociationhostedareviewmeetinginBeijingonthe“BlastingDemolitionProjectoftheUnfinishedBuildingoftheShijiazhuangPeakGardeninZhongshanCity”.TheexpertgroupledbyWangXuguang,academicianoftheChineseAcademyofEngineeringandchairmanoftheChinaEngineeringBlastingAssociation,listenedtothebriefingandreviewrequirementsoftheProvincialPublicSecurityDepartmentandtheMunicipalPublicSecurityBureauontheblastingproject,andintroducedtheconstructionplanoftheGuangdongZhongrenGroup.Afterquestioninganddiscussion,thereviewopinionswereputforwardandtheMunicipalPublicSecurityBureauwasapprovedtoapprovetheconstructionoftheproject. Inordertoensurethesafetyandsuccessoftheblastingdemolitionproject,theZhongshanMunicipalGovernmenthasspeciallysetupacoordinationheadquarters,whichisresponsiblefort
