 4.1.2Thedesignofthepublicsecuritysystemshallcomplywiththefollowingprinciples:   a)theprincipleofcombiningcivilairdefense,physicaldefense,technicaldefenseanddogdefense;   b)Safety,reliability,practicability,advancement,compatibilityandcompatibility,andscalabilityprinciples.   4.2Basicrequirementsfortechnicalprotection   4.2.1TechnicalprotectionshouldmeettherequirementsofGB50348.   4.2.2Adefensesystemwithintrusionalarm,videosurveillanceandothertechnicalmeanswithnetworkedalarmfunctionshouldbeinstalled.Amongthem,theintruderalarmandvideomonitoringdeviceshouldbeinstalledinthewarehouse;perimeteralarmandvideomonitoringdeviceshouldbeinstalledinthereservoirareaandimportantpassages.   4.2.3Thetechnicaldefensesystemshallreserveacommunicationinterfaceforremotenetworking.   4.2.4Thealarmsystemshouldmeetthefollowingrequirements:   a)TheintrusionalarmsystemshallcomplywiththerequirementsofGB50394;  Themeetingpointedoutthatjustenteringthe"safeproductionmonth",JinyuPetrochemical"6·5"explosionoccurredinLinyi,ShandongProvince,causing10deathsand9injuries. Theaccidentwasofabadnatureandsufferedheavylosses,andallpartiesinthesocietypaidcloseattentiontoit. LeadingcomradesofthePartyCentralCommitteeandtheStateCouncilmadeimportantinstructions,stressingthattheyshouldprofoundlyabsorbthelessonsofaccidentsandmakeinferencesabouttheaccidentpreventionwork.   Sincethebeginningofthisyear,inadditiontothismajoraccidentinShandong,Zhejiang,Jilin,Anhui,Henan,andShanghaihavesuccessivelyexperiencedfivemajoraccidentsinvolvingchemicalandhazardouschemicalscompanies. Theseaccidentshaverevealedsomedeep-seatedproblemsinthesafetyproductionofdangerouschemicals.Themainproblemsarethattheresponsibilityofthemainbodyofenterprisesafetyisnotinplace,theconceptofsafedevelopmentoflocalgovernmentsisnotstrong,andthefoundationofsafeproductionofdangerouschemicalsisstillweak.  ItisunderstoodthatthetopofthehillgardenislocatedinthesouthsideofZhongshanCollege,DongchengDistrict,ZhongshanCity,ZhongshanCity,ontheeastsideofthesnowroad,willbebuiltintheStarCityBuilding. Thebuildingtobeexplodedis104.1meters,withatotalof34floors(including1basement),33.8meterswidefromeasttowest,38.5meterslongfromnorthtosouth,and27875squaremeters. Thebuildingisframe-supportedshearwallstructure,arrangedina“well”shape.The1stfloorandthebasementareframestructures,the2-32floorsareshearwallstructures,andthemiddlepartisthecoretube. Theeastsideofthebuildingis44metersawayfromthebottomoftheslope,thesoutheastsideis40metersawayfromDongyueTemple;thesouthsideis5.2metersawayfromthewall,only6metersawayfromthenearestresidentialhouse;thewestsideis81metersawayfromthebottomoftheslope. Thebuildingwasbuiltin1994andwascappedin1997. Forvariousreasons,thebuildinghasnotbeenofficiallyputintouse.IthasbeenrenamedasthePeakGarden,YangmingMountainVilla,StarCity,andZhongshanCity,butithasneverbeenabletogetridofthefateofthe"unfinished". InJune2007,thebuildingwastransferredtoZhongshanChangjiangZhaoyeRealEstateDevelopmentCo.,Ltd.asawhole. InordertocopewiththeoverallplanningdevelopmentofZhongshanCity,acceleratethepaceofrenovationoftheoldcity,andaccordingtothecompany'sprojectplanningneeds,decidedtouseblastingdemolition,theplotwillberebuiltafterthedemolition.   OnFebruary25,commissionedbythePublicSecurityBureauoftheMinistryofPublicSecurity,theGuangdongProvincialPublicSecurityDepartmentandtheZhongshanPublicSecurityBureau,theChinaEngineeringBlastingAssociationhostedareviewmeetinginBeijingonthe“BlastingDemolitionProjectoftheUnfinishedBuildingoftheShijiazhuangPeakGardeninZhongshanCity”.TheexpertgroupledbyWangXuguang,academicianoftheChineseAcademyofEngineeringandchairmanoftheChinaEngineeringBlastingAssociation,listenedtothebriefingandreviewrequirementsoftheProvincialPublicSecurityDepartmentandtheMunicipalPublicSecurityBureauontheblastingproject,andintroducedtheconstructionplanoftheGuangdongZhongrenGroup.Afterquestioninganddiscussion,thereviewopinionswereputforwardandtheMunicipalPublicSecurityBureauwasapprovedtoapprovetheconstructionoftheproject. Inordertoensurethesafetyandsuccessoftheblastingdemolitionproject,theZhongshanMunicipalGovernmenthasspeciallysetupacoordinationheadquarters,whichisresponsiblefort
