4.1.1Thedesignofpublicsecuritysystemshouldbebasedontheuseofprotectiveobjects,theneedforpreventionandmanagement,comprehensiveuseofmodernscientificandtechnologicalmeansandmanagementmeasurestobuildasafe,reliable,practical,advancedandsupportingpreventionsystem.   4.1.2Thedesignofthepublicsecuritysystemshallcomplywiththefollowingprinciples:   a)theprincipleofcombiningcivilairdefense,physicaldefense,technicaldefenseanddogdefense;   b)Safety,reliability,practicability,advancement,compatibilityandcompatibility,andscalabilityprinciples.   4.2Basicrequirementsfortechnicalprotection   4.2.1TechnicalprotectionshouldmeettherequirementsofGB50348.   4.2.2Adefensesystemwithintrusionalarm,videosurveillanceandothertechnicalmeanswithnetworkedalarmfunctionshouldbeinstalled.Amongthem,theintruderalarmandvideomonitoringdeviceshouldbeinstalledinthewarehouse;perimeteralarmandvideomonitoringdeviceshouldbeinstalledinthereservoirareaandimportantpassages.   4.2.3Thetechnicaldefensesystemshallreserveacommunicationinterfaceforremotenetworking.   4.2.4Thealarmsystemshouldmeetthefollowingrequirements:   a)TheintrusionalarmsystemshallcomplywiththerequirementsofGB50394;   b)Whenthereisnooneinthewarehouse,theintrusionalarmdeviceshouldenterthefortifiedstate;whenthereisnopersonnelinthereservoirareaandthevehicleentersandexits,theperimeteralarmdeviceshouldenterthefortifiedstate; Second,closecooperation,andearnestlydoagoodjobintheimplementationofvarioustasks  Publicsecurityorgansatalllevelsandadministrativedepartmentsofcivilexplosivesdepartmentsshallworkcloselytogether,strengthencooperation,andearnestlystrengthentheorganizationandleadershipoftheimplementationofthe"GeneralProvisions." ProvincialpublicsecurityorgansandcivilexplosiveequipmentadministrativedepartmentsshalljointlysetupspecialworkinggroupstoberesponsiblefortheimplementationoftheGeneralRegulations. BeforeMay1,2011,theprovincialpublicsecurityorgansandthecivilexplosiveequipmentadministrativedepartmentsshallconveneaspecialmeetingtomakespecialarrangementsfortheimplementationofthe"GeneralPrinciples",andconscientiouslyorganizeandstrictlysupervisethecivilianexplosivesproductionenterprisesinaccordancewiththe"GeneralProvisions".Markthewarningsignandregistrationmarkontheminimumcountingunitandbasicpackingunitofcivilexplosivestoensurethatthemarkiscorrect,standardizedandeye-catching. Itisnecessarytoorganizeacomprehensiveinspectionoftheexistingwarningsignsandregistrationmarksofcivilianexplosivesproductionenterprises.AnyonewhodoesnotmeettherequirementsoftheGeneralRegulationsshallimmediatelycarryoutrectification. Itisnecessarytofocusontheproduction,circulation,anduselinks,anddoagoodjobinwarningsignsandregistrationmarksforcivilianexplosives,andrandominspections. Thespecialinspectionworkshallbeorganizedandimplementedbytheprovincialpublicsecurityorgansinconjunctionwiththecivilexplosiveequipmentadministrativedepartment,andorganizedatleastonceayear. TheproblemsfoundinspecialinspectionsandirregularspotchecksinvariousplacesshallbereportedtotheMinistryofPublicSecurity,theMinistryofIndustryandInformationTechnologyinatimelymanner.  Third,strictlawenforcementtoensurethattheprovisionsoftheGeneralRegulationsareinplace  The"GeneralPrinciples"isanationalunifiedstandardforthemanagementofwarningsignsandregistrationmarksforcivilianexplosives,andisanimportantbasisforthesafemanagementofcivilianexplosives. PublicsecurityorgansatalllevelsandadministrativedepartmentsofcivilexplosivesshouldtaketheopportunityofimplementingtheGeneralPrinciples,establishandimprovethelawenforcementinspectionmechanismforcivilianexplosives,andfurtherstrengthensafetysupervision. FromJuly1,2011,anyinspectionfoundthatthewarningsignsandregistrationmarksforcivilexplosivesarenotinaccordancewiththeGeneralRegulationsshallbeorderedinaccordancewiththeprovisionsofArticle46oftheRegulationsontheSafetyManagementofCivilExplosives.Ifthecorrectionisoverdue,thecompanywillbeorderedtosuspendproductionandsuspendbusinessforrectification. Ifitconstitutesaviolationofpublicsecuritymanagement,itshallbegivenapunishmentforpublicsecurityadministrationaccordingtolaw;ifthecircumstancesareseriousandconstituteacrime,criminalre

Gongzhi[2011]No.192   Publicsecuritydepartmentsandbureausofallprovinces,autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernment,administrativedepartmentsofcivilexplosives,andpublicsecuritybureausofXinjiangProductionandConstructionCorps:  OnDecember23,2010,theMinistryofPublicSecurityissuedthemandatorystandardforpublicsafetyindustry,“GeneralRulesforWarningLabelsandRegistrationMarksforCivilExplosives”(GA921—2010,hereinafterreferredtoas“GeneralPrinciples”),andwillbeavailablefromMay1,2011.Formallyimplemented. Inordertoconscientiouslyimplementthe"GeneralPrinciples",furtherstandardizeandunifythewarningsignsandregistrationmarksforcivilianexplosives,andstrengthenthesafetysupervisionofcivilianexplosives,therelevantmattersareherebynotifiedasfollows:  First,attachgreatimportancetoandearnestlydoagoodjobinlearningandpublicityandeducation  Asasupportingstandardforthe"RegulationsontheSafetyManagementofCivilExplosives",the"GeneralProvisions"stipulatesthebasicrulesandtechnicalrequirementsforthewarningsignsandregistrationmarksofcivilianexplosives.Itisanimportantmeasuretoimplementthe"RegulationsontheSafetyManagementofCivilExplosives".Mynationalexplosionofproductquality,promotethetechnologicaladvancementofournationalexplosionindustry,speeduptheintegrationofournationalexplosionindustrywiththeinternationalcommunity,improvethesafetymanagementlevelofcivilexplosivespractitioners,andstrengthenthesafetysupervisionofcivilianexplosives,whichisofgreatsignificance. Inthisregard,thepublicsecurityorgansatalllevelsandtheadministrativedepartmentsofcivilexplosivesshouldattachgreatimportancetoitandearnestlydoagoodjobinthestudy,publicityandeducationoftheGeneralPrinciples. Itisnecessarytocarryoutextensivepublicityandeducationthroughtrainingcourses,distanceeducation,symposiums,consultationservices,andorganizationofnewsandpublicity,andincreasethesupervisionofpublicsecurityorgansandcivilexplosiveequipmentadministrativedepartmentsincivilexplosives.Thetraining,supervisionandguidanceofcivilexplosivespractitionersandtheiremployeesdeeplyunderstandthespiritoftheGeneralPrinciples,familiarizethemselveswiththespecificcontentandrequirementsoftheGeneralPrinciples,andlayasolidfoundationforthesmoothimplementationoftheGeneralRegulations.  Second,closecooperation,andearnestlydoagoodjobintheimplementationofvarioustasks  Publicsecurityorgansatalllevelsandadministrativedepartmentsofcivilexplosivesdepartmentsshallworkcloselytogether,strengthencooperation,andearnestlystrengthentheorganizationandleadershipoftheimplementationofthe"GeneralProvisions." ProvincialpublicsecurityorgansandcivilexplosiveequipmentadministrativedepartmentsshalljointlysetupspecialworkinggroupstoberesponsiblefortheimplementationoftheGeneralRegulations. BeforeMay1,2011,theprovincialpublicsecurityorgansandthecivilexplosiveequipmentadministrativedepartmentsshallconveneaspecialmeetingtomakespecialarrangementsfortheimplementationofthe"GeneralPrinciples",andconscientiouslyorganizeandstrictlysupervisethecivilianexplosivesproductionenterprisesinaccordancewiththe"GeneralProvisions".Markthewarningsignandregistrationmarkontheminimumcountingunitandbasicpackingunitofcivilexplosivestoensurethatthemarkiscorrect,standardizedandeye-catching. Itisnecessarytoorganizeacomprehensiveinspectionoftheexistingwarningsignsandregistrationmarksofcivilianexplosivesproductionenterprises.AnyonewhodoesnotmeettherequirementsoftheGeneralRegulationsshallimmediatelycarryoutrectification. Itisnecessarytofocusontheproduction,circulation,anduselinks,anddoagoodjobinwarningsignsandregistrationmarksforcivilianexplosives,andrandominspections. Thespecialinspectionworkshallbeorganizedandimplementedbytheprovincialpublicsecurityorgansinconjunctionwiththecivilexplosiveequipmentadministrativedepartment,andorganizedatleastonceayear. TheproblemsfoundinspecialinspectionsandirregularspotchecksinvariousplacesshallbereportedtotheMinistryofPublicSecurity,theMinistryofIndustryandInformationTechnologyinatimelymanner.  Third,strictlawenforcementtoensurethattheprovisionsoftheGeneralRegulationsareinplace  The"GeneralPrinciples"isanationalunifiedstandardforthemanagementofwarningsignsandregistrationmarksforcivilianexplosives,andisanimportantbasisforthesafemanagementofcivilianexplosives. PublicsecurityorgansatalllevelsandadministrativedepartmentsofcivilexplosivesshouldtaketheopportunityofimplementingtheGeneralPrinciples,establishandimprovethelawenforcementinspectionmechanismforcivilianexplosives,andfurtherstrengthensafetysupervision. FromJuly1,2011,anyinspectionfoundthatthewarningsignsandregistrationmarksforcivilexplosivesarenotinaccordancewiththeGeneralRegulationsshallbeorderedinaccordancewiththeprovisionsofArticle46oftheRegulationsontheSafetyManagementofCivilExplosives.Ifthecorrectionisoverdue,thecompanywillbeorderedtosuspendproductionandsuspendbusinessforrectification. Ifitconstitutesaviolationofpublicsecuritymanagement,itshallbegivenapunishmentforpublicsecurityadministrationaccordingtolaw;ifthecircumstancesareseriousandconstituteacrime,criminalre

 ItisunderstoodthatthetopofthehillgardenislocatedinthesouthsideofZhongshanCollege,DongchengDistrict,ZhongshanCity,ZhongshanCity,ontheeastsideofthesnowroad,willbebuiltintheStarCityBuilding. Thebuildingtobeexplodedis104.1meters,withatotalof34floors(including1basement),33.8meterswidefromeasttowest,38.5meterslongfromnorthtosouth,and27875squaremeters. Thebuildingisframe-supportedshearwallstructure,arrangedina“well”shape.The1stfloorandthebasementareframestructures,the2-32floorsareshearwallstructures,andthemiddlepartisthecoretube. Theeastsideofthebuildingis44metersawayfromthebottomoftheslope,thesoutheastsideis40metersawayfromDongyueTemple;thesouthsideis5.2metersawayfromthewall,only6metersawayfromthenearestresidentialhouse;thewestsideis81metersawayfromthebottomoftheslope. Thebuildingwasbuiltin1994andwascappedin1997. Forvariousreasons,thebuildinghasnotbeenofficiallyputintouse.IthasbeenrenamedasthePeakGarden,YangmingMountainVilla,StarCity,andZhongshanCity,butithasneverbeenabletogetridofthefateofthe"unfinished". InJune2007,thebuildingwastransferredtoZhongshanChangjiangZhaoyeRealEstateDevelopmentCo.,Ltd.asawhole. InordertocopewiththeoverallplanningdevelopmentofZhongshanCity,acceleratethepaceofrenovationoftheoldcity,andaccordingtothecompany'sprojectplanningneeds,decidedtouseblastingdemolition,theplotwillberebuiltafterthedemolition.
