  Article 2 The term "dangerous goods" as used in these Regulations refers to firearms, ammunition, explosives, highly toxic chemicals, explosive chemicals and other dangerous chemicals, radioactive materials, nuclear materials, controlled appliances, etc., which can endanger personal safety and property.   Article 3 The term "employed units for dangerous goods" as mentioned in these Regulations refers to units that have obtained the qualifications for the production, operation and use of dangerous goods according to law, as well as teaching, scientific research, social organizations, intermediary agencies and other units engaged in the work related to dangerous goods. Specifically include:

 

  (1) The civil firearms, ammunition manufacturing and placing enterprises that have issued the "Civil Firearms (Ammunition) Manufacturing License" and "Civil Firearms (Ammunition) Distribution Permit" issued by the public security organ;

 

  (2) The enterprise responsible for the production and sale of civilian explosives issued by the competent department of the civil explosives industry for the issuance of the "Civil Explosives Production License" and the "Civil Explosives Sales License", and the blasting of the "Blasting Operation Unit Permit" issued by the public security organ Operating unit

 

  (3) The production and business units of fireworks and firecrackers issued by the safety production supervision and management department for the "Fireworks and Firecracker Safety Production Permit", "Fireworks and Firecracker Management (Wholesale) Permit" and "Fireworks and Firecracker Management (Retail) Permit";

  (5) The units responsible for the production, sale and use of radioactive isotopes and radiation devices issued by the competent department of environmental protection;

  (7) The manufacturing and sales units of the controlled knives that have been approved by the public security organs and are registered and filed by the public security organs;

  (9) Other dangerous goods units as prescribed by laws and regulations.

 

  Article 4 The information on dangerous goods referred to in these Provisions refers to the information on the production, operation, storage and use of dangerous goods published on the Internet, including relevant information on the types, performance, uses and professional services of dangerous goods.

 

  Article 5 Where a dangerous goods business unit engages in Internet information services, it shall, in accordance with the provisions of the Measures for the Administration of Internet Information Services, apply to the competent telecommunications authority for the operation of the Internet information service value-added telecommunications business license or the non-operating Internet information service filing procedures, and In accordance with the "Computer Information Network International Network Security Protection Management Measures", legally qualified materials engaged in dangerous goods activities shall go to the public security organs of the people's governments at or above the county level to accept the website security inspection.

 

  Article 6 After the dangerous goods business unit obtains the operating license for the value-added telecommunication business of the Internet information service or handles the non-operating Internet information service registration formalities, it may publish the dangerous goods information on the website of the unit. Individuals are prohibited from posting dangerous goods information on the Internet.

 

  Article 7 An access service provider shall sign an agreement with a dangerous goods business unit or confirm the provision of services, and shall not provide access services for dangerous goods practitioners who have not obtained the value-added telecommunication business license or have not handled the non-operating Internet information service filing procedures. The access service provider shall not provide the dangerous goods information publishing website access service to any unit or individual other than the dangerous goods business unit.

 

  Article 8 A dangerous goods business unit shall clearly indicate the Internet Information Service business license number or record number, legal qualifications and business licenses for engaging in dangerous goods activities on the homepage of the website of the unit.

 

  Article 9 The units of dangerous goods shall clearly indicate the qualifications and qualifications for the purchase of relevant dangerous goods by the unit or individual on the website of the unit's website:

 

  (1) The purchase of civilian guns and ammunition shall hold the "Civil Guns (Ammunition) Distribution Certificate" issued by the public security organs of the municipal level or district-level people's government.

 

  (2) The purchase of civilian explosives shall be subject to the "Civil Explosives Production License" issued by the competent department of the civil explosives industry of the State Council, or the "Civil Explosives Sales License" issued by the competent department of the civil explosives industry of the provincial people's government. Or the "Public Explosives Purchase License" issued by the public security organ of the local people's government at the local level.

 

  (3) Where a fireworks or firecracker is purchased, the wholesale enterprise shall hold the “Fireworks and Firecracker Management (Wholesale) Permit” issued by the safety production supervision and management department; the retail unit shall hold the “Fireworks and Firecracker Management (Retail) issued by the Safety Production Supervision and Administration Department.   (5) The unit purchasing the radioisotope shall hold the “Radiation Safety Permit” issued by the competent department of environmental protection.

 

  (6) The unit purchasing nuclear materials shall hold the Nuclear Material License issued by the State Council's nuclear material management department.

 

  (7) After the purchase, the license documents approved by the public security organs of the provincial people's government shall be held.

 

  (8) The purchase of daggers and triangular scrapers shall hold the approval documents or certificates of the employer, and the dagger shall be limited to military personnel, police officers, professional hunting personnel, and field workers such as geological and exploration personnel.  ItisunderstoodthatthetopofthehillgardenislocatedinthesouthsideofZhongshanCollege,DongchengDistrict,ZhongshanCity,ZhongshanCity,ontheeastsideofthesnowroad,willbebuiltintheStarCityBuilding. Thebuildingtobeexplodedis104.1meters,withatotalof34floors(including1basement),33.8meterswidefromeasttowest,38.5meterslongfromnorthtosouth,and27875squaremeters. Thebuildingisframe-supportedshearwallstructure,arrangedina“well”shape.The1stfloorandthebasementareframestructures,the2-32floorsareshearwallstructures,andthemiddlepartisthecoretube. Theeastsideofthebuildingis44metersawayfromthebottomoftheslope,thesoutheastsideis40metersawayfromDongyueTemple;thesouthsideis5.2metersawayfromthewall,only6metersawayfromthenearestresidentialhouse;thewestsideis81metersawayfromthebottomoftheslope. Thebuildingwasbuiltin1994andwascappedin1997. Forvariousreasons,thebuildinghasnotbeenofficiallyputintouse.IthasbeenrenamedasthePeakGarden,YangmingMountainVilla,StarCity,andZhongshanCity,butithasneverbeenabletogetridofthefateofthe"unfinished". InJune2007,thebuildingwastransferredtoZhongshanChangjiangZhaoyeRealEstateDevelopmentCo.,Ltd.asawhole. InordertocopewiththeoverallplanningdevelopmentofZhongshanCity,acceleratethepaceofrenovationoftheoldcity,andaccordingtothecompany'sprojectplanningneeds,decidedtouseblastingdemolition,theplotwillberebuiltafterthedemolition.   OnFebruary25,commissionedbythePublicSecurityBureauoftheMinistryofPublicSecurity,theGuangdongProvincialPublicSecurityDepartmentandtheZhongshanPublicSecurityBureau,theChinaEngineeringBlastingAssociationhostedareviewmeetinginBeijingonthe“BlastingDemolitionProjectoftheUnfinishedBuildingoftheShijiazhuangPeakGardeninZhongshanCity”.TheexpertgroupledbyWangXuguang,academicianoftheChineseAcademyofEngineeringandchairmanoftheChinaEngineeringBlastingAssociation,listenedtothebriefingandreviewrequirementsoftheProvincialPublicSecurityDepartmentandtheMunicipalPublicSecurityBureauontheblastingproject,andintroducedtheconstructionplanoftheGuangdongZhongrenGroup.Afterquestioninganddiscussion,thereviewopinionswereputforwardandtheMunicipalPublicSecurityBureauwasapprovedtoapprovetheconstructionoftheproject. Inordertoensurethesafetyandsuccessoftheblastingdemolitionproject,theZhongshanMunicipalGovernmenthasspeciallysetupacoordinationheadquarters,whichisresponsiblefort
